| Em 20/12/85 o Presidente da República assinou o Decreto 92187 regulamentando a concessão de incentivos fiscais pare informática. Na presente pesquisa, 39 empresas do setor avaliaram os 3 incentivos específicos para P&D (dedução de até 200910 no IR, dos gastos em P&D; isenções na importação de bens para P&D; e depreciação acelerada pare bens de P&D). Os resultados obtidos indicam que: a) os empresários avaliam positivamente o conteúdo dos 3 incentivos para P&D; b) os empresários são céticos quanto à possibilidade de operacionalização eficiente dos incentivos pelo governo; c) os efeitos perversos da ineficiência operacional terão conseqüências negativas sobre a eficácia dos incentivos; e d) na briga com a burocracia as PMEs são as que mais sairão perdendo. Finalizando, recomendações são feitas com vistas a melhorar a eficiência do gerenciamento dos incentivos, pelo governo, nas principais etapas do seu processo de adoção pelas empresas.

| On 12/20/85 the President of Brazil signed Decree 92187 regulating the granting of fiscal incentives for the computer industry. In the research at hand, 39 firms evaluated the 3 specific incentives for R&D (deduction of up to 200~o in the income taxes of expences with R&D; exemption in the import of goods for R&D; and accelerated depreciation for R&D assets). The results denote that: a) industry owners and executives evaluate positively the contents of the 3 incentives for R&D; b) industry owners and executives are skeptical about the chances of efficient implementation of the incentives by the government; c) perverse effects of operational inefficiency will have negative consequences upon the effectiveness of the incentives; and d) in the quarrel with bureaucracy the small and medium companies are the ones to loose most. Finally, recommendations are made aiming at the improvement of the management efficiency of the incentives by the government in the main stages of their adoption by the firms.
