| Vários países da América Latina, entre eles Brasil, México e Argentina, têm procurado elevar o nível dos investimentos para fomentar o desenvolvimento cientifico e tecnológico. Esta meta faz parte dos discursos dos governos, mas enfrenta inúmeras dificuldades para sua viabilização. Uma dessa dificuldades refere-se ao sistema de financiamento e de investimentos no setor. Com relação ao financiamento, o número de entidades criadas e o seu custo operacional tem onerado cada vez mais esse sistema. Quanto aos investimentos, expandiram-se através da ação das empresas estatais e das empresas privadas. As empresas estatais tendem a investir esses recursos na criação de centros próprios de pesquisa e desenvolvimento. O presente trabalho descreve o momento atual que atravessa a América Latina no campo da C&T e a origem dos mecanismos de financiamento. Dada a escassez de recursos e a crise econômica, o desempenho das agências de financiamento deve ser aprimorado. Partindo da realidade brasileira, é analisada a evolução dos recursos financeiros de cinco agências de financiamento no período de 1979-1984. Com base nesta análise são sugeridas formas de aprimorar seu desempenho e são observadas as mudanças que estão ocorrendo no financiamento da pesquisa.

Several countries in Latin America, among them Brazil, Mexico and Argentina have tried to raise the level of the investments to foment the scientific and technological development. This goal is a part of governmental speeches but it faces innumerable difficulties to become feasible. One of these difficulties refers to the system of financing and investment in the sector. Related to the financing, the problem is the number of institutions
created and their operational cost which have overburden the system. The investments expanded through the action of the private and state enterprises. The latter one have a tendency to create their own research and development centers. This paper describes the present situation of the scientific and technological sector in Latin America and the origin of the financing mechanisms. The financing agencies should be improved because of the shortage of resources and the economical crisis. Based on the Brazilian reality, it is analysed the financial resources from five financing agencies since 1979 to 1984. Finally, it is showed the changes occuring in the research financing system and it is suggested some ways to improve their performance.
