| Este trabalho descreve o contexto no qual o Brasil alcançou o final dos anos 80. No Brasil, como nos demais países intermediários da América Latina, convive-se com o dualismo caracterizado por ilhas de modernização inseridas numa economia em crise. O caos monetário dificulta a adoção de medidas de médio e longo prazo. Apesar destas dificuldades, as transformações geopolíticas mundiais, a revolução tecnológica e a necessidade de preservar a democracia emergente exigem medidas empreendedoras. O autor propõe a adoção de uma "estratégia de inovação" para que a década dos anos 90 seja uma era de esperança.

| Here, we describe the context, in which, Brazil reached the end of the eighty years. In Brazil, like other Latin America intermediate countries a dualism, which was characterized by islands of modernization inserted in an economy of crisis, was found. Taking steps in the medium and long run were made difficult by the monetary chaos. Despite all these difficulties, the world-wide geopolitics chargings, the technological revolution and the need to preserve the actual democracy require enterprising measures. The author suggests to take a "strategy of inovation" so that the decade of the 90 years, should be a period of hope.
