Resumo
|
O excesso de centralização na administração pública brasileira, especificamente do governo federal, tem se refletido de modo negativo nas administrações estaduais e municipais em vários aspectos e, particularmente, no que diz respeito à sua influência institucional.
Este centralismo histórico, reforçado pela instalação do regime burocrático-autoritário a partir de 1964, estimulou o crescimento do aparato burocrático estatal, a formação da tecnoburocracia e a conseqüente ampliação dos quadros de pessoal.
O presente trabalho analisa esta questão através de um segmento específico da ação pública - o dos transportes urbanos-, buscando caracterizar o contexto institucional da gerência do sistema de transportes urbanos, na cidade de Salvador, nos limites da ação municipal, durante o período compreendido entre 1972 e 1986.
A intenção é ilustrar uma forma de aproximação ao estudo, no âmbito institucional, da dinâmica da burocracia estatal ao nível do Município, procurando compreender os conflitos e crises que ocorrem em diferentes esferas do processo político, através das formas organizacionais assumidas pela gerência do sistema de transportes públicos de passageiros.

The excess of centralization in the Brazilian Public Administration, specifically in the Federal Government has produced a negative reflex in the State and Municipal Administrations in several aspects and, particularly as far as its institutional efficiency is concerned.
This historical centralism, reinforced by the installation of the bureaucratic-authoritarian political system from 1964 on, has encouraged the growth of the state bureaucratic apparatus, the formation of the tecnobureaucracy and the consequent enlargement of the office force.
This paper analyses the matter through a specific segment of the public action - the urban transportation system - seeking after a caracterization of the institutional context of the management of the refered system in the city of Salvador, under the limits of the municipal action during the period between 1972 and 1986.
It is the intention to ilustrate an approach to the study - within the institutional sphere - of the dinamics of the state bureaucracy of the municipality, trying to comprehend the conflict and crisis that take place within different spheres of the political process, as related to organizational shaping designed by the managers of the public transportation of passengers.
