| Neste trabalho procure-se discutir o conceito de estratégia de operações e manufatura, à luz da nova política industrial implantada pelo governo federal que assumiu em março de 1990. A partir de análise dos Programas de Competitividade Industrial (PCI) e Qualidade e Produtividade (PBQP), critica-se as suas limitações pela não inclusão, em suas preocupações, das questões estruturais inerentes ao conceito de estratégia de operações e manufatura. A partir dessa constatação, procura-se discutir o modelo de estratégia de operações e a importância das decisões estruturais de manufatura à luz do modelo desenvolvido por professores do Departamento de Operações da Harvard Business School.

| The objective of this paper is to discuss the concept of manufacturing strategy, in the context of the new industrial policy, in implementation by the Brazilian government, since march 1990. An analysis of the main programs launched by the government in support of the new policy - the Brazilian quality and productivity program, and the industrial competitiveness program - is made, and some of their weaknesses are identified. The main weakness, as identified by the authors, is not giving sufficient attention to the structural aspects of manufacturing decisions, concentrating instead on infrastructural decisions. The concept of manufacturing strategy, in the lines developed by professors of the department of production and operations management, at Harvard Business School, is discussed in detail, aiming at demonstrating the importance of structural decisions, in determining the competitiveness of industrial business.
