| The purpose of this article is to study the railroad fright system, focusing on the problems faced by Rede Ferroviária Federal S.A. (RFFSA) and Ferrovia Paulista S.A. (Fepasa), the two main companies in the Brazilian railroad system. The work begins by showing the reduced participation of these railroads in the movement of freight. It is demonstrated by the comparison of freight system in different countries. The low railroad participation in attending the freight flux is related to the total costs associated with the use of different systems by the users. This cost is composed not only by fees paid but also by a set of qualitative factors like security, time spent in the transport and so on. We tryed to set some relationships between the total costs and the structural and administrative problems that have affected RFFSA and Fepasa. In order to do this we carried out a research involving 551 managers of these two companies. Finally the article points out the most important variables responsible for the low performance of RFFSA and Fepasa.
